Huh. It's probably also worth noting that Wizards clearly don't think the defensive nature of this card makes it unprintable: just check out Furious Resistance :)
It occurs that this is very similar to Quick Reflexes: both let a blocker kill something else, without any extra survivability (modulo first strike), and both aren't any good on attack.
Mm. He casts Edicts for any card type. People will mostly give up lands for a little while. Seems fine; I think it could cost [-1]. (Targeting would be a no-no, BTW, as that'd give black enchantment destruction. Black's only allowed to do that if it uses colourless cards like Spine of Ish Sah or Karn Liberated to do it. Strange but true.)
I like the first and last abilities a lot. A double Phyrexian Arena is fair for six mana, although perhaps it'd be nice if it was targeted like Sign in Blood.
The current middle ability seems a bit dubious. A black Dramatic Entrance for any card type? It's getting less sensible as Wizards print more stupendously strong effects at silly mana costs: Eldrazi, Primal Surge, Omniscience, Enter the Infinite. That might be worth changing to some other effect... I don't have much by way of good ideas, though. An adventurer searching for stuff sounds like he might like to cast Diabolic Tutor, but that's a bit similar to Liliana Vess's middle ability.
Heh. Fun idea. I think it wouldn't wash at Wizards, because a lot of players are very invested in one particular colour, and if they're fans of complex commons they might be rather annoyed at their colour getting "dumbed down".
Oh, that is a valid point. Maybe +2/+0?
Should I mention Aliban's Tower? No? Okay... it's okay... I'll just let myself out...

Goblin Bushwhacker says you can get it at , with an added 1/1 critter.
And the added cost is a pain with haste - you really want to be able to cast a creature the turn you cast that too.
Still, while not the most efficient card ever; I can see this cost working.

I'm not sure pumping a blocker really counts as red; I'm hoping I can squeak it with "the set's less aggressive than normal".
I'm also not a fan of the name.

Made middle -1 (was -2)

Woah, yeah, that's improved rather in the last two years.
Hmm, how about this? To further play into the Ultimate. It could target the permanent to shuffle, but that might be a bit much. Then again...

I tried to come up with something interesting, really I did; but with Mote Barrage already doing charge-related damage, nothing occurred.
Trying out chargecast. Strikes against:
Flavour was "To seek out, settle or subdue new lands, as the Emperor directs." - Imperial charter of House Ereson.
