­{2}{r} seems perhaps a touch expensive for stapling Burst of Speed to Banners Raised, but I do have quite a lot of {r} and {1}{r} already.

­Goblin Bushwhacker says you can get it at {r}{r}, with an added 1/1 critter.

And the added cost is a pain with haste - you really want to be able to cast a creature the turn you cast that too.

Still, while not the most efficient card ever; I can see this cost working.

Oh, that is a valid point. Maybe +2/+0?

That feels better by comparison with Rally the Peasants, too.

...or Trumpet Blast. Sacrifice Instant speed, gain Haste. Sounds good to me.
