You should have some sort of cost with the tap ability. As it is, it seems really powerful. Also, nothing untaps during the upkeep step; stuff untaps during the untap step. I templated the card (below). I included a nonland rider, otherwise you would wipe the battlefield of land.

Whenever a legendary permanent enters the battlefield, untap Scepter of a Dead King.
: Exile target nonland permanent and each other nonland permanent with the same converted mana cost."

The motivation is because the goddess mythos Emeria, based on Emrakul, was feminine (where Cosi and Ula were masculine). The answer is "The Eldrazi are basically 'it', but if you want to call Emrakul 'she', feel free."
Note that Vigor gives you half of this effect for 14 mana cheaper, and Platinum Empyrion gives you the other half and a much larger body for 12 mana less. Even Emrakul, the Aeons Torn] was only 15 mana. (She could perhaps have used a no-cheating clause like this has, I'll admit.)
Also note there are serious problems with cards having a mana cost at or near 20. SadisticMystic already mentioned Erratic Explosion; there's also Riddle of Lightning to make it easier to find your 20-drop. It's a bit too close to enabling an instant-win even if it did have an effect worth 20 mana.
Even without flash this is rather larger than white normally gets for 4 mana. 2/4 vigilance for 4 is standard. A white 3/5 with no abilities is 5 mana: Siege Mastodon. (And that definitely defines the character of Limited for the sets it's in.) A 3/6 with two abilities for 4 mana is rather too cheap.

Wow. Big and scary. Similar to Reaper from the Abyss. May be a bit too good, but it is a mythic, and Visara the Dreadful is probably due an upgrade these days.
Nice card. Shouldn't really be common, but nifty build-around-me effect. Would go great in my Isperia the Inscrutable EDH deck :)

I will try and fix my spirit avatars soon, though I must admit that they're not a primary focus.
There's also the point that this simply won't fit in the card frame.
