Even without flash this is rather larger than white normally gets for 4 mana. 2/4 vigilance for 4 is standard. A white 3/5 with no abilities is 5 mana: Siege Mastodon. (And that definitely defines the character of Limited for the sets it's in.) A 3/6 with two abilities for 4 mana is rather too cheap.
