I feel, drawing a card whenever an opponent draws a card (except for the first one during their draw step each turn) is a more fitting condition than drawing a card upon changing the monarch.

Especially considering the source material/illustration you seem to go for an advisor that benefits the monarch's opponent as long as the monarch is in power - not someone who benefits playing opponents against each other.
