Oof. Yeah, drought counters are bound to chunk up and stall the game unless great care is taken to keep the mechanic under check. Even in set answers won't work, because not every player is going to have access to the in set answers.
I do like them, though, in a sort of masochistic way. But I think I would have kept it as "Spells cost an additional
