It's still more blatant anti-randomisation than I'd like, but it seems to serve the purpose. I don't know how strong it is normally, if it's used to shunt spells around if the opponent "counters" them by playing giant growth or a hexproof spell. But it can also be used to give yourself a second roll of the dice with "random target" enchantments.

I like it; certainly fits the challenge. And yes, the "Um, ok, I guess not that one" is useful but not completely dominant I think.
