At least, in my favour assuming we're all playing with beneficial counters. If anyone's got -1/-1 counters, or cumulative upkeep counters, this won't be so good.

This is archenemy. An insane after-the-fact doubling-season is crazy fun.
I'd make it hit tokens too - but make it non optional (so it comes with some downside risk)
Nah, in general virtually all archenemy schemes are all-upside. Remember the Archenemy is fighting three-against-one and needs all the help they can get. Having a scheme turn up and punch them in the teeth feels quite annoying. Approach My Molten Realm is the only one I can think of that does that.
This already has some downside risk (if the heroes have -1/-1 counters or cumulative upkeep counters) so it doesn't need more.
In fact, I don't think the downside appreciably balances is it, so why not make it all-upside and just say "remove any number of counters from permanents opponents control"?
