Right now, it can only be used on your creatures. At {r}{r}, however, should I allow it to be a time-delayed Lightning Bolt? Then it also has an a-ha! moment for people who realize that it has multiple uses.

That sounds like a good idea to me... but I'm not a fan of the flavor disconnect. I'd say "Target attacking creature" solves that... but an attacking creature is still an attacking creature in combat after it dealt damage before the second main step. At least, I'm pretty sure that's the case... if it isn't, then attacking creatures only ftw.

Man, I'm not sure which I dislike more... seeing a card deal random damage at odd times when played around combat, or seeing the line of text "You may only cast ~ during combat, before blockers are declared." They're kind of equally stinky.
