Oooh. Reminds me of Rhystic Cave, but it's not actually that bad. It'll normally effectively only tap for {1}, but it does induce a guessing game. Which could be quite some fun, but I'm not sure having it every turn is good for the flow of the game.

Perhaps "As ~ ETBs, an opponent chooses a colour" and "{t}: Add one mana of the chosen colour to your mana pool"?
