Ongoing Phenomenon is a great idea. Logical extension of Phenomena and Ongoing Schemes.
One for the FAQ: Normally phenomena immediately cause another planeswalk after you resolve the ability triggered by the encounter. How would you handle this? Would this immediately trigger a planeswalk or would the game without a plane until the next planeswalk is caused? Conversely, would dispersing cause a planeswalk?
After you encounter this, you immediately planeswalk again, like a normal phenomenon. Dispersing does not cause a planeswalk
