I like this take on the nerfing concept, but now I look at it there's a few practical problems. It only helps you cast {c} spells this turn, but you probably don't have any mana left having already cast this. And it doesn't easily work to nerf the opponent's land, as they can float mana or a cast a spell in response.

It doesn't nerf their land the turn you play this, but it permanently turns it into a Wastes. It's more of a Spreading Seas effect
