Cephalids do have a lord, but he's legendary: Aboshan, Cephalid Emperor. Similarly Berserkers: Lovisa Coldeyes. So I think all those are fair game. I still think Scarblade Elite is an Assassin lord, but Darkheart disagrees so it's at least controversial enough that people should give it a go if they want :)
If people are stuck for inspiration, I got this far in the list of ">5 <50 cards for a creature type": Antelope Assassin Bat Bear Berserker Boar Cephalid Crab Crocodile Cyclops Dauthi Djinn Drone Dryad
Mmm... I know the intent was to copy eyes, which will do negative things to your opponent, but we could use that argument to call this ability any color (It could, for example, be a green card that targets Muscle Sliver, making all my slivers better). The ability just seems blue to me.
If I may be greedy: Basilisks
Soulstealer Basilisk Basilisk Venom
Ooh! Somehow I missed this when you designed it. Nice card! Playable in duel (as a Mogg Fanatic), but far better in EDH. Very nice.
Licids!
Licid King Licidify
Sorry, I may have been misleading; I thought it was worth noting, but on balance I think you were right the first time on both counts :) Reducing by one coloured mana would sometimes be more interesting, but as you say, much more likely to be broken. And I thought it was interesting that he didn't have a self-shfiting ability, but I think it was right that he's a shapeshifter. After all, Shapeshifters obviously can look like non-shapeshifters :)
I considered making the abilities one coloured mana cheaper instead. That would be rather absurd with the *lings though.
You're right that it's a pity it doesn't have a shapeshifting ability itself. Perhaps this guy actually shouldn't be a Shapeshifter himself, but should be like Lord of the Unreal or Balthor the Stout, a lord for a tribe that's not his own.
Also, Shadow Occulon and Dark Reflection. That doesn't technically count as there are still only two eyes printed, but there ought to be more and there won't be unless we make them :)
This might seem more natural in blue, but it felt ok in black (?) and that fit the existing colours of eyes.
It looks superficially fair, but assuming you can hit an opponent's creature which is redundant in multiples, or your own creature with a vicious penalty your deck is built to circumvent, it may be very good.
A shapeshifter lord is a great idea. It's funny that it makes so much sense, and yet is the only shapeshifter printed that doesn't change its own characteristics in any way :)
The combos are probably fun but not degenerate, since you'd normally need this, clone, and something for it to copy for it to be most powerful.
Although just this and Chameleon Colossus is pretty good. And it makes Morphling, Torchling and Thornling a lot more convenient, but isn't broken because most of the abilities require coloured mana. (It would be ridiculous if Greater Morphling were legal, but it isn't.)
Yeah, wow - use it to make all your creatures huge and synergistic, or make all the opponents creatures rubbish. I like it, although either combat use is more of a white than a blue thing.
... you could even make every creature a prodigal sorcerer and use this as a wrath-alike :)
cost

, since the lord reduces it anyway
Changed it from a weird partial Upheaval to a partial Mirrorweave effect instead. This is quite versatile; apart from anything else, it's a very powerful combat trick.
Funky ability.
This is a very curious ability. It does take one rather by surprise to see it on an Ape. But I like it.
I created Chief of the Formless and Fracture Reality. There is technically one Shapeshifter lord, Shapesharer, but he barely counts; I certainly think the tribe can use a bit more support :)
Created for Challenge # 008.
I have a Shapeshifter tribal deck. I believe a fondness for Shapeshifters is one sign of a true Johnny :) The tricky thing about making Shapeshifter tribal cards is that half the printed Shapeshifters copy something else (and so don't have type Shapeshifter on the battlefield), but the others don't.
The rules of this effect haven't been explored before, but I think it ought to be fairly straightforward. Any creature which had nonzero activity during layer 1 of the continuous effect layers will count.
The mechanical consequences are kinda awesome. I don't actually have any specific combos in mind, but given that even the simple Clone lets you get massive discounts on any activated ability, I'm sure there are some awesome ones.
Created for Challenge # 008, paired with Chief of the Formless.
Amusingly, there are a lot of cards with type line "Tribal Instant - Shapeshifter". But it doesn't disqualify that tribe from this challenge, because they're cards like Crib Swap and Nameless Inversion, and they also have every other creature type.
This design is rather off the top of my head. I'm not too keen on it, and I may edit it to do something different and better.
That was joke, see? Never mind. Hmm, enchantments are allowed now - that probably fits better. I'll edit my two cards and rearrange the abilities a bit. I do seem to reach for the enchantment as a catchall fix too often though. Especially since most decks don't dare run more than 1 or 2 enchantments.
My entries are: Centaur Warchief and Gather the Herd. Considered giving the sorcery something along the lines of Buyback/Flashback/Kicker/etc but decided to keep it simple.
