Add the words "Up to" and that is as
a card as I have heard. I kind of like Mind the Bears (and double for the name), but if it hit my development team, I'd try to have it killed. 2/1s aren't as obtrusive, though, if you think that would work better.
Also, more difficult to abuse, since, while you may have an artifact heavy deck, only half the permanents in play will be artifacts. In a Mana Flare deck, you don't need other permanents... just land is fine.
I have no idea why I didn't come up with Thought Reflection, but this one seems closer to Mana Flare in theme - doubling tapped things - so I probably would have chosen to go with this anyway.
Changing targets makes sense. Added that.
Finding a way to force your opponent to tap things is tricky. I'm sure it's doable, though. If this enchantment really was in Alpha, it would be sitting right next to Word of Command in people's trade binders.
There's no real precedence for a color that likes Planeswalkers. I figured that the color that appreciates community and teamwork would be more likely to take this role. There's probably an argument to be made for Blue and/or Green as well, but if I was to imagine any color getting over its differences with its enemy colors, I'd probably pick White.
Plus, white is kinda sorta first in Auras. This kinda sorta feels like a Planeswalker Aura. Well, not really. But you get the idea. White likes to take individuals and equip them with the tools they need.
The taps to attack is more accident than meant to hose vigilance, but I'm cool with it hosing vigilance. Since Mana Flare and Performance Flare talk about needing things to tap, I figured I just slap it on here. 9 out of 10 Magic players probably wouldn't notice it, and those that do are probably steeped enough in the game to take advantage of it. Giving your opponent's creature vigilance somehow is kind of funny...
I agree, Gaea's Anthem is probably more universally useful. But when you start attacking with 5/2 Tramplers, this thing starts to go nuts. Definitely a "Build around Me".
Amusing anti-combo with vigilance. Which puts this in an odd place; since normally you'd hose an enemy colour, rather than white. But I like this - attackers get doubled is a very green thing.
Apart form my utter hatred of planeswalkers - why white for this one?

As an amusing finisher; force your blue opponent to cast a mass twiddle :)
Unless it's "tap to equip" then equipment won't usually get doubled anyway.
It's a fun one - as you say; more unbalanced than manaflare because; well, everyone runs lands but most don't run half as many artifacts. I can see sideboarding 15 though, whilst this is in the environment.
Yeah, I agree this isn't really a common. Perhaps it should just be "Two target creatures each get +2/+2 UEOT", like a split Monstrous Growth.
Nicely general. It'll work a bit like Mana Flare in that several decks will just get a bit of extra mana from it (from Signets, mana stones, mana Myr etc).
Equip is somewhat amusing. Doubling it (without changing targets) won't do much in most cases, but is great with Surestrike Trident and friends (er, if you have a way to untap the creature as well).
Should this allow changing targets?
My first thought would be to expect a symmetrical Thought Reflection here (in the blue slot).
Well, I guess there's Manabarbs, which this is similar to. I'm not sure it needs the "lose 2 life" for balance/CMC reasons, but I can definitely see that it needs it for "not making the game stall" reasons.
Hee! Fascinating. Very strong in the right deck, but very much within the spirit of Mana Flare. I like it.
I thought this would be simply "All creatures get +1/+1". It's not great compared to Gaea's Anthem; perhaps it could be +2/+2. Thran Weaponry is the only real precedent (apart from Vitenka's Rock of Might, which may manage to be undercosted or at least overly-common). I suppose that doesn't actually double things though.
Why "taps to attack" rather than just "attacks"? Is it deliberately excluding vigilant creatures?
Well, pretty much all coin flip is red, and the classic coin flip improver is a goblin. But clash was pretty much all over the place.

"? Personally, I think the word "cards" is icky, and would prefer "spells", but I see that you really like lands becoming

Pretty damn solid card if I do say so. I'm a big fan of both the 'faerie dragon' subtype, and the ability. I don't know whether the ability belongs in red, either, but I'd have a hard time telling you where Krark's Thumb belongs. Maybe black?
This challenge was strangely difficult, wasn't it? Tight cycles seemed like they'd be easier to design than loose cycles, but it's clear that the restriction can sometimes be over-bearing. Two grizzly bears for
is probably too good. I have it set at 
in Magic 20xx, and it's a solid 4th or 5th pick, and is sometimes better than a 4/4 for 4... depending if you're planning on attacking or blocking, or if you need multiple creatures to take advantage of Crusade style effects. Something to notice about Moan of the Unhallowed is that it is an uncommon... and it is possible that black is becoming the new white...
Also, 'Mine Crumble' would have worked fine for a name as well. Funny, that.
It's true, this is probably too good. Especially if you go first, play a goblin on round one, play a goblin on round two, then play this on round three. Oof. If it wasn't so abusable, I'd say it was a good card. Maybe if it had a restriction that it couldn't be played until round X, or there were X permanents in play. Wouldn't work with the cycle, though. Ah.
Much better, actually. Stomp and Howl is a bit difficult to pull off. This is much less so. I wouldn't be too surprised if I saw Dust to Dust reprinted as is, but Wizard's take on the power level of this is a bit vague right now.
Also, missing from my challenge: Rick Flair.
Hit the 'Random' Button and got Mana Flare. I thought about doing something a bit in the vein of no-longer in color mechanics, but I felt there may be some groans over that, so I pretended that it's perfectly natural for Mana Flare to re-replace Heartbeat of Spring in Magic 2013, and added Muscle Flare, Performance Flare, Allegiance Flare and Pustulence Flare to the mix. I also griped a couple of times about having to stick to the converted mana cost of Mana Flare. That's not a stab against you, Alex... it says a lot more about how Mana Flare is probably a touch undercosted. Or, maybe, what it notices is that while most every deck can use the extra mana, most of these other cards can't be abused by the opponent as easily...
