Also compare to Tomb of Urami, which is rated at 1.471 stars. I know Ground Zero's ability makes this card look broken, but I think TTT got the power level right. I'm not sure if I'd prefer to play this card or a straight Wrath of God in my deck. Ground Zero has some flexibility as a land, but the cost is very high.

More like Orzhov Guildgate plus a wrath. Plus a pain. Okay, Salt Flats plus a wrath. Salt Flats was very, very bad... and this can't tap for colourless painlessly either. However getting a wrath on a land drop does rather make up for it. Compare with Horizon Canopy.

Personally, I don't know where France gets this reputation from. If you look at French military history, especially in WWI and WWII, it's clear that France fights hard, and refuses to relent. I'd like to see what the residents of New York City would have done if Germany blitzkrieged its tanks right down Broadway...

The obvious simpler way to word it is to apply it as a sales tax instead - "Spells and abilities cost twice as much"
And now tapping a land is worth...an actual half-mana? The rules don't support that, and outside of Un-land they clearly never will.
Formulating a way for this to work is tricky, since mana abilities are activated in discrete increments of 1, but this should do it: "As an additional cost for each player to tap a land for mana, that player taps another untapped land he or she controls."
.... Scrubland + a wrath? Ouchie.

Agincourt, Enola Gay and Smoot–Hawley Tariff Act, all of which I feel are a bit better, in that they don't have to have a real-world name attached, but I think they're somewhat better for it.
