Well, the song is bizarre, so I'll take that as me being on target.
Changed from Enchant Creature to Enchant creature you control. I'd prefer the card to be versatile, but it took too many words to get there.

Actually, according to Matt Tabak, the legend rule does nothing unless all permanents with that name are also legendary.
Added Life on Mars?.
For Challenge # 076. Don't ask me why I didn't take the easy road, and just choose a card with an obvious analogue. 'Life on Mars?' is one of the most confusing songs I know. It's far more difficult to explain than 'I am the Walrus', since, after you listen to that song for a little while, you get the idea that Lennon is just messing with you. Life on Mars?, however, is obviously about something. But what the hell is it?
While wrapping my head around the song, I went to Wikipedia, and came across this quote by Bowie, which, yeah, that's certainly what the song is:
"A sensitive young girl's reaction to the media... I think she finds herself disappointed with reality... that although she's living in the doldrums of reality, she's being told that there's a far greater life somewhere, and she's bitterly disappointed that she doesn't have access to it".
There's more in the song than that... I once saw a really awesome AMV interpretation of it that combined Life on Mars to the anime Metropolis, and the original 1930s Metropolis. (Oh, here it is: http://www.youtube.com/watch?v=qz71EoT1zZM . Keep in mind that the AMV is only the first half of the song.) and Wiki mentions that Bowie may have written the song on breaking up with a woman, so some of her personality is probably in the song.
But Bowie's summation stands as the best explanation. So I twisted it into an enchant creature that keeps a creature pinned down while its controller goes on to do greater and better things. You'll probably want to cast this on the smallest creature you have, which fits the theme nicely.
So... that creature stays on the battlefield? Wouldn't that be Regenerate, mostly?
Or is this a super-duper crazy engine card with Ashnod's Altar?
I'm pretty sure the other creatures don't need to be Legendary for the ability to work, but Link's suggestion is a good one, if only to cut down on confusion.

I like the concept behind this quite a bit. It's a flavorful interpretation of the song title. I think it should read as follows, though:
Enchant creaure.
Enchanted creature and permanents that share a name with that creature are legendary.
Otherwise, I'm not sure how the legend rule works.
Born to Reign and Ain't No Grave
The [-1] is a little clunky, I agree. It could drain for more, I guess.
The [-4] should be "nonland"... maybe. You still can't do it two turns in a row, and you still leave your planeswalker "open" (not doing anything for a turn, and 4+ damage means it won't be able to do it again then). On the other hand, the subtle Vindicate reference is a plus, too. I'm thinking now that the graveyard-count is a little too random. It combines a bit with the sacrifice theme the Orzhov have had both blocks (which includes Ghost Council of Orzhova), but in the card itself it may seem inappropiate.
I just noticed I should edit the third ability to say "them".

The ultimate is rather win-more; I wanted the copy effect somewhere on the card, and all the possible ultimates were overrun-y.
Come to think of it, I avoided having the -2 be "copy" because that encouraged you more to have a small number of bomb legends rather than a whole lot of legends, but I didn't think of having it be "copy legend with CMC at most" for a cheaper cost. But then I'd still need another ultimate.
Note parallel evolution only copies tokens, and does it for all players, so this is considerably better in two ways.
In fact, "copy each creature" has probably not been printed because it's confusing if you have to remember which copy was of which card, but hopefully people can keep generic tokens paired with the original creature to show which is which.
Fun. The ultimate looks somewhat overcosted given it's just a legend-friendly version of Parallel Evolution.
