This is far too strong for a common. Easy first pick, for almost no cost it destroys tons of stuff. Honestly, I'd still first pick this in Scars draft.

Davros -> Caan
I think it indicates how good your costing was. Each of them is a resilient 1/1 for 3 that accumulates +1/+1 counters (more when it fights creatures) and resists death to some extent. Yours gets counters faster (each upkeep not just each round), but uses them up to regenerate rather than doing so automatically. They're pretty comparable.
How do you compare them?

In retrospect, I don't know why Davros is a planeswalker, not simply a legendary creature. I don't think he ever did anything analogous to planeswalking. Dalek Caan, on the other hand 'walked into the Time War to rescue Davros. Maybe Caan should be the planeswalker.
I came up with this card early on in my creation of this set. I've left it in for the flavor. Switching the first two abilities makes it a much better fit, plus shows the flavor better.

Ah. You don't? It is most definitely a tribal planeswalker. If the +1 and the -1 were swapped, it wouldn't have to be, because then "+1 for a while, then -10" would be viable even with no Daleks in your deck. With it as it is, the +1 is useless, so it'll just be used as a poor approximation to Garruk Wildspeaker's Beast-making mode. (Or rather, it'll be a flavourful master of the Dalek deck.)
