That's the point, it's a risky bomb that can hit or miss in this format. Especially because this format revolves horizontally and with +1/+1 counters. However, at instant and given the fact that it takes non-land permanents, it's more reliable.
You do need your own target though. Plays around Radiate
Wow. That seems a deceptively strong card. It's slow, but it'll inexorably work its way through killing all the opponents' creatures. I don't think it needs to change, necessarily... just mentioning it's rather strong.
Horizontal "power" probably requires the Shabti to have some, y'know, power :P How many Veteran Swordsmith effects for Shabti do you have in the block? Hopefully at least one in each set at common plus a handful at uncommon and rare?
Mind Control that can't be disenchanted, and that you've also given flashback? And stapled a couple of Cloudshifts onto for fun? I'm not going to call it broken because it's a 6-mana spell that requires the opponent to have something, but it certainly seems extremely powerful, and I'd be surprised to see someone lose a game after casting this in Limited.
I designed it with [Rancor] in mind. It can be removed just like how rancor is removed.
Shabti tokens are 1/1, 1/1 double-strike, and 2/1 first-strike and lifelink, 0/1 "sac deal 1 damage" and probably another 1/1 with deathtouch.
Probably. There are also many Shabti token generating effects and many effects that says "Shabti matters".
I'll probably put one in uncommon.

increased the CMC of the flashback cost, so it doesn't just make it completely dominant.
Repeatably ping for
? Strong as anything.

Yes. It's mind control.
I figure with all the WGB life-paying, some lifegain is needed.
