I would assume that counters are added to the player, in which case maybe word it more like "You get three Starfall counters". X similarly I think is linked to the number of cards exiled that way, but yeah, it's all strangely vague.
The whole thing about creating a bunch 4/4 indestructible, flying, hasty dudes seems just broken power wise, especially when this is just a Lightning Strike at the very base value.
Since your wording is always really imprecise, I have to ask: Add the starfall counter where? Would it be affected by proliferate?
What is X?
See Celestial Crash.
See Slasher of the Coming.
> "You may exile a creature card with the same mana value as this spell that has died this turn rather than pay this spell's mana cost."
Might save you a line.
> "Exile ~ and a creature card with the same mana value that has died this turn: Put ~ onto the battlefield."
vs.
> "When ~ dies tapped, exile it. You may put a creature card with mana value N from your hand onto the battlefield."

I guess it's kind of like soulshift?
But yeah, it's kind of taking up all the words on the card, leaving no room for you to get anything interesting into play this way. So you end up being an alternative casting cost for a vanilla.
I guess soulshift got away with it by having the words be on one card, and the reward on another. So you could chain into something that did something interesting.
Probability of becoming a mechanic is currently low. A lot of words that'd eat up space where interesting abilities could be.

If Sky counters will go on creatures, useless creatures seemed more balanced to be removed than noncreature tokens, since creatures are generally more easy to interact with.
As for the tokens being colorless, Aquatic, as will be Aerial, is not bound by color, so it didn't make sense for the tokens to have color.
You really go out of your way to make Water tokens useless creatures, but could make them noncreature tokens instead?
Also weird to see Water tokens be colorless. Though technically that's what water is, right?
See Common Green Water Token Maker.
See Aerial Centipede.
I think Congregation would be better for Clerics. Jokes aside, I'm still figuring out how to justify Aquatic as a supertype with a mechanic. If I went the counter route for Aerial with Sky counters that can be used for things, then perhaps the logical opposite route to take is make some type of flavorful noncreature token for Aquatic.
Was missing "pay"
"pay life"?
Weird that this gets worse(?) as you use the aquatic theme more.
So what exactly is school? Counting aquatic permanents? What's next? Church for counting Clerics? Regiment for counting Soldiers? I feel the term for counting aquatic permanents is "aquatic".

See Danalvin Knight. Returning to the concept of Sky counters from Aerial Goblin. I will not clash counters, so Aquatic will need a different mechanic, something more exciting than Submerge.
