Each clan is operated by six heads. Should the six clan heads need to decide on any course of action, the heads have a weighted vote based on their seat. The sixth, fifth, and fourth heads' votes are weighted as one, the third and second heads' votes are weighted as two, and the first head's vote is weighted as three. In a tied scenario, a tie can only be broken when a clan head's rank changes or a new clan head joins.

­Borlisenne, The Second Wave was previously the First Wave until she was challenged by Elza, the former Fifth Wave. A centuries old sphinx, Borlisenne had lived in Orora since her childhood, but had only joined the Wave clan about 50 years ago, having grown tired of searching for new joys in life. A staunch traditionalist, Borlisenne wants Orora to return to its days of isolation and not the bustling tourist city that Elza and Wissy have crafted.

The Grave Clan
The Grave Clan are the oldest of the five clans, so old their history predates the written the word.
- Inglass, The Sixth Grave has managed to slide into the Sixth Grave more often than not in thousand or so years since he's been undead. Inglass was cowardly in life, and has remained cowardly in unlife. While Inglass lacks combat and magic skill, he's crafty and is always searching for a way to best conserve his own interests. Most of Inglass's enemies were buried under the weight of their own guilt and actions. Because Inglass is so weak, Inglass pushes most hopeful members of the Grave clan to try and gain the Fifth seat.
-Ajaalit, The Fifth Grave- is a young man pushing himself through death hoping to find the meaning of life, whether that is divine of the absence of such. Born in Colmz to a wealthy merchant, Ajaalit left his family as a teenager to find a life with more meaning. Ajaalit's vagrant life took him to Kolkkil where he would learn of the Grave clan and subsequently become hopeful that their studies could lead to the answer for Ajaalit's ultimate question.
