Looks cool!
previously: Flying At the beginning of your end step, if no spells were cast this turn, you may have ~ deal 3 damage to target creature or player.

2/3 shield 1 -> 1/2 shield 2
reverted
W -> U because of Shield Battery
for testing. might be too strong / swingy. Replacement for Observatory
made inactive. Name is confusing since current setup has Observer
Niice. "thumbs up"
Feels pretty blue... Maybe
for activation instead of

Random is fine, I just shuffle my hand and ask another player to choose one face down. But you're right, it doesn't need the additional complexity. Changed it. No need for the multiple cards. Good suggestion.
Your comment about Clique also made me realize that I can use it on my own hand. Testing it now as a pseudolooter. Still interesting, and becomes much scarier at late game when it starts pointing to you.
attack trigger -> any player
removed "at random", increased toughness from 2 to 3.
I like the current card. Rewards a fatty later on, but you can trade it off early for some neat defense tech.
Random cards are kind of annoying to play with - this would likely require laying cards face down on board, then rolling a dice to determine which one to "discard".
I would (instead) consider combining Blackmail with the already present Vendilion Clique influence.
> Whenever ~ attacks, defending player reveals three (two?) cards from his or her hand and you choose one of them. That player puts that card on the bottom of his or her library, then draws a card.
Before, an enchantment with:
When Sensor Array enters the battlefield, look at target opponent's hand, then name a nonland card.
When that opponent casts a card with the chosen name, sacrifice Sensor Array and draw two cards.
Now:
Whenever Observer attacks, defending player reveals a card at random from his or her hand. You may have that player put that card on the bottom of his or her library. If you do, that player draws a card.
Simpler? I dunno. Very real possibility of creating a hard lock. For testing.
