Probably should have in the cost. Very clever and effective pairing of a white and a blue effect, though; very flavourful (Azorius-ish) as well.

That's a lot easier to keep track of. It's a shame because library size would be a cool thing to work with but a pain to implement.

Yeah. There's no way I'd want to count the number of cards in every library every turn. What if it counted from your hand?
