I think since Freeze is such a Corvid ability, what if you put a different conditionally permanent ability on this instead, so you still get the cool interaction with Decree. Like maybe the Quicksmith Spy ability. Still would need to bump up the rarity to at least uncommon.
I anticipate having uncommon and rare buildings, and tutors like this don't exist at common in modern sets. Can this card's P/T be buffed, give it a keyword, make it rare, and it's our "Diabolic Tutor" of the set?

How can we make this better. BG uncommon removal spell should read as even more exciting. Maybe the controller loses 2 life?
Either that or its an uncommon. Let's play with it as is and make the call if we want a counter at common or not.

I like how the dungeon geists mechanic works with decree to make a powerful but fragile common, but Corvids don't have decree... Happy to reconsider!
