This is Dexter's link, corrected. Though the two key cards were already mentioned. Frenzied Arynx is also on that list, but the addition of red, which traditionally can do firebreathing, makes that card a more difficult read.
That's a good point about the ceiling on the p/t. We'll test it like this and se if it's problematic in our set. To be honest, this is more of a placeholder card to fill in the design skeleton in order to playtest. It doesn't fit any of the set themes.
Hmm, both Almight Brushwagg and Devkarin Dissident become 4/4s after being pumped once. I wonder if that's a barrier Wizards is currently doing or it just happens to be coincidence. Almighty Brushwagg seems significantly more powerful than Devkarin Dissident though, and this card has a higher toughness and greater p/t boost for the same mana cost. That feels a bit too pushed for common for me, but I have no idea (I've heard Ikoria is a superpowerful set overall and have no idea what normal cards in real formats look like anymore).
That link didn't work, but Almighty Brushwagg and Devkarin Dissident are two of the most recent green cards with this ability and none of them are "once per turn".
Added the "Landfall" Decree
Swapped the Decree with Eyrie Aggressor.
Swapped the Decree with Eyrie Explorer.

Hmm, that's interesting. Maybe they've changed the design philosophy

Made creature type Vagabond
I don't believe that's true anymore. Check out this search to see what I mean:
(Edit by Alex: Fixed the search link. Silly Gatherer.)
Should definitely have the once per turn limit. That's what defines the green version of this ability
Removed once per turn limit.
