I assumed "Card filtering" was meant as "looting".
You might have stolen it from me. I got one that passes it at end of turn instead, which you may want to add, since that gets rid of the unneeded haste (though, now that I think of it, it probably does need to say something about "the person who's turn is next" which is a bit awkward, wording wise.)
Either way, if you stole it from me by accident or you didn't, I think it's a pretty cool card. Feel free to use it. Wizards probably will within the next 5 years, anyway. Someone else has got to stumble upon this one.

The set that brought Withering Boon also gave us Illumination, for what that's worth.
Hmm... maybe. It might be touted as "unplayable in constructed," but cards that don't get played still need to exist.
As Alex pointed out on Womb Wither, this could possibly be a straight-up Stifle. I'd like to link it a bit more strongly to green's color pie for now, but it's up for change.
Voidslime leans in that direction, too, Alex. I never would have though of green countering activated abilities, and it's nice to realize that there is a precedent. If anything, I would have put it in white, but that's bad because I should endeavor to spread the blue abilities throughout the other colors. Because white and black are closer to blue, it's going to be tempting to put all of blue's abilities there.
I agree this is weirder. I could see a translation of Oxidize into counterspell form being okay, though.
I did leave those off, but as you've said, they fit sort of naturally into the other colors already. Looking at your list, I also left of looting, but of course that has a home in Red now.
On nonblue countermagic, Bind may be an interesting alternative to Squelch. Green could probably be a good colour for a Stifle, too.
Looks good. I made a partial list of abilities seen at common in each colour in the community set (see: http://multiverse.heroku.com/cardsets/162/details_pages/163) I think you have all of the non-creature abilities on the list. There's also a couple of creature abilities, flying, islandwalk and hexproof/shroud, but they already have homes in other colours or aren't necessary for a set to be complete.
Doh, sorry :) I talk too fast. But yeah, if we both thought of it without prompting, it's probably in the right set :)
I viewed it as Mana Tithe+, which, of course, was in that-block-of-which-we-do-not-speak. I do wish this could stay at 2 CMC, but I think I'll do it at 3 for now.
I've made that enchantment, too, and called it Icebind. Thanks for pointing out that it probably has a place here. :)
In order for this set to work, I need to come up with a comprehensive list of all the things blue accomplishes in a set that need to be there, and then make sure those things are covered by the other colors. I'm going to start by listing the most obvious things, but if you have anything to add that I've missed, even if it's a small things, please tell me. :)

I agree Cradle to Grave isn't an answer to Titans all by itself, but I thought several different nearly-counterspells may together cover the same necessary niches.
I think "put target spell into its owner's graveyard" is very interesting: I think you're right it shouldn't say that straight out, but I think that it's a good idea to look at similar effects that don't say "counter" straight out, even if the difference is only superficial (although non-superficial differences are better :)).
For instance (similar to an idea I had in Gentlemen Magicians) perhaps a white flash enchantment with "Exile target spell. When ~ leaves the battlefield, its controller may cast it without paying its mana cost."
I'm surprised the discussion is all on Womb Wither, because to me, this is weirder. If I decide that Womb Wither needs a counterpart, like Essence Scatter and Negate, I guess I might go with this, but I'll more likely create a white version.
@Vitenka: I think it would be fun to phrase this as "Put target nonblack creature spell into its owner's graveyard," in parallel to Mindbreak Trap, but that would 1) be weird just for being weird, 2) turn too many heads, and 3) be more powerful.
