It's an indestructible road-block with mid-size power. At common this is hideously powerful. White doesn't even get a vanilla 3/3 for - small creatures are white's focus.
But this being a Satyr Druid - both which are green things... this could be green? Maybe at rare even without increasing the mana cost.
Oof. So to play this creature the 'right way' you must:
Round 1, Pay 4 life.
Round 2, Swing for one damage, Pay 4 life.
Round 3, Sacrifice for .
Eight life for two mana over three turns is a high risk indeed. I suppose you could also go for 12 life for four mana over four turns instead. Gonna feel real bad when you lose 12 life and your opponent kills the Phoenix during your end step.
With cards like this, I try to keep in mind the three player psychographics. Timmy doesn't matter, because Timmy doesn't like risk/reward. Johnny... might. But mostly, it would be the 'making underpowered cards good in the right circumstance' Johnny that would. That kind of Johnny already wanted cards that are the worst... and it's best not to feed the trolls. Otherwise, this card just gets mana for attacks. There are a lot of ways to get mana, so most Combo-Johnnys would just shrug at this card.
Risk/Reward is in Spike's wheelhouse. He/She loves that shit. But Spike also loves to win the game. So, as far my own design is concerned, if I'm going to design a risk/reward card for Spike, it should be worth it... or at least be close.
You can use the creature type "Phoenix" for Phoenixes, you know. Interesting design, but might be too powerful or too high risk-high reward. Wizards tends to shy away from that because it makes other spells overall less impactful.
Generally Phoenixes have a way to recur themselves, but I can see this design on a phoenix just fine.
As an aside, there's a reason they printed Ashes of the Fallen in Kamigawa. I think players of Rise of Souls will be surprised by how many Spirits this doesn't enhance.
For what it's worth, though, as a person who plays with Ashes of the Fallen and Conspiracy in a half-Spirit tribal deck, I find that Conspiracy is too expensive by half. Great for what it does... but the choice to have half of your cards not combo with each other without Conspiracy on the table is a punishing enough restriction. I don't need the centerpiece enchantment taking up my 5 drop too.
But maybe I'm playing too casual, and there's a deck that breaks with cheap Conspiracy? Maybe. But I doubt that deck is Spirits, so I'm cool with a cost like this.
they aren't worth 10 you're right.
and yeah jewels are big here
yup

This is a life gaining Archivist. The free card each turn is worth upgrading this in rarity. I think this should be rare.
What don't Jewel counters do? And why are they worth ten mana?
sorry i didnt mean agree, thats just my opinion, im in a loud library right now lol
that was a weird analogy.
I actually agree it needs to be RRR per counter.

Heh. It's still pretty wordy.
Interesting variant on phoenix. Yeah, I can see it.
yessir

Also, remove your line breaks in the text box.

changed from 6 life to 4
Arcane Adaptation is pretty much exactly Conspiracy in blue but much cheaper.

I think this would serve you better as an enchantment.
Oh, that's cute. It's a white Myr Propagator. It should probably be rare, though.
What do Jewel counters do?
I don't think that second line of text does much. Hmm.
