Like Vitenka said, not as good as Scry 10. That said, this a pretty strong tutor. If you have four of a card in your deck, and only 45 cards left in your library, your chance of being able to dig to at least one copy of that card is aproximately 65%. Hypergeometric Calculator for the win.
Of course, that assumes you haven't drawn any copies of the card yet. And that also assumes that the player doesn't chicken out and take something 'close enough' instead (in some situations, not tutoring to the right card will result in game loss. Those situations will always result in 65%.) And this is a Sorcery, and you don't draw the card immediately. All relevent factors.
Yeah, I think it started out as an uncommon "scry 1, repeat four times". I think sorcery speed
scry 5 might be okay or scry 4 for
at instant speed. They might be a little slow to play out though. This as well. At some point I decided to push it and up the rarity.
Actually very cheap for quite a strong effect. I mean, ok, it's not actually as good as scry 10; because you don't get to see cards past the point you stop at. But it's either strong filtering; or for a combo deck it is a deep dig.

Phyrexian mana is inherently perfectly balanced so there's nothing to worry about. /s

Not sure off the top of my head what you use to win with this on turn 1, but I'm certain there's something.

One of those "cards that apparently don't exist". I'm 70 % sure that a functional "reprint" of this has appeared before in some custom card creation community. I bet the general flavor is better here though :P

Seriously, I don't think such a combo is a significant issue; but rather a fun thing for some players to aim towards.
I like the idea here, I think. Give up your natural draw in order for your unnatural ones to be excessively good.

so that it wouldn't be Zedruu the Greathearted / Donate bait, but that just sounded bad which made it too much of a distraction IMO.
Might need the following reminder texts:

Does this really need to be "for each Island on the battlefield"? At two Islands in general this is already a fog against most limited decks. At 3 Islands on the battlefield, this will blank the 90% of most boards. Can probably change this to -1 for most situations if you're counting Islands and still have it be decent.
