I think this is a good common now.
It kinda loses the "Ok, I can cycle this for MORE than I could cast it? But... ah, I seeeeee" factor, which is a shame.

you get 2/2 first strike + bushido (or whatever) - so that might even be a little underpowered now.
I think what dude1818 means is that "any number" should be "a number". "Any" infers that they have a choice, while "a number or cards" states that they have to do it.
I like the idea around Insanity, but, right now, it doesn't do anything, even if you changed 'any' to 'a'. I can just tell you that I can't do it. You see, it is mathematically impossible for me to discard a total of 3 casting cost worth of cards in my hand. It is impossible, therefore, I don't do it. I could be lying about that, too, but there isn't much you can do about it without calling in a third party or a judge.
What I think you want, and will work, would be:
Insanity (When this creature deals damage to an opponent, that player discards cards from their hand until they have discarded a combined converted mana cost worth of cards equal to or greater than ~'s power.
Which I admit, is messy. It's cool. I like it, but it's messy. It seems like the sort of concept you could make a rare around, or a mechanic that appears on a small number of creatures. There's no way in Pandemonium, though, that I would make that a keyword mechanic... unless I was designing Future Sight 2, and I was trying to send players for a loop.
It shouldn't be "any number," because your opponent can just choose 0 each time. It should be they reveal their hand and discard either 1 or all cards with that CMC. Also, get rid of the "X is zero."

A really flavorful way to do this would be "Each land target player controls deals 1 damage to its controller." Then it's the land that actually deals damage.

Kinda interesting to have it useful in late game as a combat trick though - I like the concept.
I'm sure Rosewater contemplates graveyard-tap cards all the time, but I suppose if they ever make it past the "more fun than they are 'clever'" barrier, they can reword the rules, and change this card's reminder text to rules text :)
Ah, yes. Permanents. It's funny how random loose words alter which cards can do what. I wonder how often Mark Rosewater needs to be reminded that he can't design cards that tap from the graveyard because of 701.16a...

Looks pretty clear that it only applies to permanents to me.
Of course, rules could extend it to allow other things to be tapped. I've contemplated a cycle of instants which can tap while on the stack before. But for the moment, yup, only permanents can do it.
Are we sure that cards in the graveyard can't be tapped? They evidently can be enchanted. Is there a rule that states tapping cards in graveyards is a no-no?
Ah, I see. Yes, people do use "mana abilities" to mean that quite frequently, but in the rules it's a term that means things like the ability of Llanowar Elves or Plains.
I think the template you want would be:
> You may activate abilities of creature cards in your graveyard any time you could cast a sorcery. (Cards that aren't on the battlefield can't be tapped or sacrificed.)
I guess I wasn't being direct enough. I'm trying to template, "You may use activated abilities etc. HOWEVER, only abilities that cost mana. No tapping. No saccing." (Actually, if you/we could template saccing as from graveyard to exiled without cluttering it up with too many words, I wouldn't be opposed to that, but only if it can stay short and sweet that way.)
Still wondering what Sakura-Tribe Elder should do.
