Dragonstorm = Sorcery. I find it funny that restricting it to instant, which was probably done for color pie reasons, stops this card from being too broken.
Hmm, it does work rather well with storm, doesn't it? What's that "Summon a dragon" storm card? Oh, it's Dragonstorm duh.
So that's 3 blue, discard a card, 2 dragons. Or if you can hold up a turn, and find another spell, 3 dragons.
Another "Very very good" card but... yeah, probably not utterly horribly broken. Just "Here, give this to Alex, wait for the silly to happen" breakable.
Cool card. I'm ready to shuffle up a deck and play with it right now.
Decree of Savagery isn't though, and it's effects can be a bit more long lasting. Hmm... searching Gatherer for interesting 7+ cc instants. I like this card with Hunting Pack... if anyou copied hunting pack and didn't end up with 20 power worth of creatures, it would be a disappointment. Also, Lavaball Trap and... holy Vitalizing Wind! I haven't seen you since 2001!
Card disadvantage, though. So only worth using on really good off-colour instants. Terminate, or Darigaaz's Charm, perhaps. Fortunately the Titanic Ultimatum cycle are all sorceries.
Very very good for a pure-blue deck, to let it run other colours of instant. Not sure I like the "Ok, he has three islands up that means.... anything." factor, though.

Wow. Seems quite strong. Quite an upgrade on Infernal Tribute. I mean, okay, that was a weak card, but I think this should at least have a mana cost of
on the ability or something.
Well yeah - it's never going to be anywhere useful; ever. The only thing it lets you set up is an infinite sequence of activated abilities (so, hmm, if you can make it an elemental then you win. that doesn't seem intentional though.)
Amusingly, most people will steal it back in response to it being stolen - which won't work. But since it's costless, they can steal it back at the right time when they realise it.
I just... don't see what this is trying to do.
I think tUQ infers that by letting everyone have it, then no one has it. This creature will just sit on the table, and not attack, or block and can have random enchantments pile up on it.
Unfortunately, with my experience as a game reviewer who's played many different games with many different players and personality types, I think a card like this would be ignored by players who don't really care how the card words, and infuriate players who are literal about the game rules. If a literalist attacks a literalist, they will have an argument about who owns this creature. Neither player will relent, and the game would either come to blows, or would end abruptly. I don't think it's worth the whimsy that the surrealists would enjoy...

Very close to being a black card. If the wording was "Sacrifice a non-enchantment permanent", it would seal the deal.
