Yes, that was Vitenka's approach with his level up cards (cards: Put a level counter on this. Level up only as a sorcery.)(http://multiverse.heroku.com/cards/4606). There is an enhancement request for a level-up card frame, but it's not very high priority.
For once I don't actually see the connection here to CoP Green. Normally your mashups stay a bit closer to the source material than I would, but here you seem to have ventured so far that I can't see the connection.
On the topic of colour-shifted CoPs, Planar Chaos had an interesting one - Circle of Affliction.
Hee, that's yet another take on the mad hybrid mana cost. I've not seen that particular kind of mad hybrid mana cost before.
"At the beginning of each phase"? So I can Firebreathe 3 times with the mana by the time combat happens, and 5 times by the end step before I Fling?
Anyway, this reminds me to pair Carpet of Flowers with Quicksilver Fountain and Stormtide Leviathan.
Remember multiplayer again. "Your opponent" should be "an opponent" (or perhaps "your opponents", or "each opponent" if you want to be really harsh).
For me, I'd prefer to represent it as a normal card and just write

on it if you don't have the card frame to use yet.
But ROFL. Yes, that's probably a fair modern "2 damage to target" spell in green -- probably the only one conceivable, and I like the names of the creatures :)
Very clean. Probably a lot more useful than the searblades, and for six mana I don't think too good even if you can find lots of "1" triggers (?)
Random Generator gave me Armored Ascension and Balefire Liege. That's an odd way to word an ability, I know, but it was the simplest way to do it that I can think of. Does it make sense, though?
Random Generator gave me Bee Sting and Guul Draz Assassin. I don't think we have any way of doing a level up creature in multiverse, so this is my compromise. I've mentioned before that I'm not a big fan of green direct damage, but if it's going to pop up in gatherer, I might as well respect it. Besides, this list has been getting a little red and black top heavy. I'm not sure why... It may be that when you add enough abilities to a card that direct damage has a tendency to poke through, or I might have just gotten a lot of red or black cards at random. I always assumed this would even itself out, but I suppose a nudge occasionaly doesn't hurt.
Random Generator gave me Goblin Marshal and Ceaseless Searblades. I figure, at 6 mana, going nuts with this thing is probably all right. Especially since, I'm still in control of the creatures that will activate this. Will have to pay attention to creature types later...
Random Generator gave me Snow-Covered Mountain and Circle of Protection: Green. Snow-Covered Mountain color shifts the Circle red, I guess?
The circles were always pains in the butt, and I'm glad they weren't referenced in the M10 line up. Still, one can't help but feel nostalgic for the stupid things. As long as the cards based on them aren't game locking, the idea can be fun...
