Sadly true. For a 5-mana 'walker the + ability could make tokens (probably better as 1/1s though). But either way the current "illusions gain hexproof" ability needs to change.
Just wanted to say this is great. All three abilities are strong, but not brokenly so on a 4-mana mythic. Making 2/2s is a great way for a 'walker to protect itself; Eladamri's Call is an immensely good card, but -2 is a sensibly hefty cost for it; and the ultimate is fascinating and awesome, game-changing but not instant-win without help, and utterly suited for an ultimate. (The ultimate could perhaps cost slightly less loyalty, maybe 7 rather than 8, but that's the minorest of minor changes.) Great job.
I like it. I might say the middle ability could cost [0] rather than [-1]. For a 4-mana mythic, I think it'd be okay if the Spark Elementals could keep coming indefinitely.
On the topic of mill planeswalkers, Wizards recently printed Ashiok, Nightmare Weaver. It's notable for being cheaper than this and milling more cards with the + ability. Admittedly this has a much more immediately valuable middle ability.

+2 Ability is absolutely worthless.
Changed the + ability, may now have to swap the +2 and -1.

The last ability should trigger whenever a nontoken creature enters, otherwise it goes infinite.
I fear the name is too similar to Kiora Atua. When I first glimpsed this, I thought "Why did he make Kiora red?"
