Land or artifact? Allowing the tapping of enchantments or planeswalkers is pointless and dumb. Equipment too, but there's really no way to prevent that.
Why not just: Non-creature permanent? Allows for the tax effect, but also interactions (however few) with cards like Howling Mine. Toughness is rather high but since it only works as a sorcery, opponents will still be able to do things on their turn.
What if it just went after lands (which was what I originally intended him for anyway)? He can only swing during your turn, which means he's really only inhibiting responsive plays after your declare attackers step. Anti-control control.

three creatures would enhance the synergy of the card - 3 Mana, 3 Life, 3 Creatures. 3 mana, 3 life, 2 creatures just feels like a rip-off - like you are being short-changed.
It may just be me but when I read the title I think about hark fishing and Chumming the waters - where you throw chopped up bloody fish/meat bits into the water to attract them. As a result I was expecting a blue/black card that created fish tokens (Wizards-Bring back the Shark creature type, they don't deserve to be lumped in with mere fish).
Indeed. Maybe 3 creatures, considering its a multicolor spell?
