I think this is the fourth or fifth time I've seen this card design. The latest one might have been from here incidentally, where I commented about the existence of the reddit designs. Some of them included a quite comprehensive reminder text.
It's a nice idea though I'm not such a rules expert that I could say whether it has some fatal flaw that stops it from happening in black bordered MTG.
Many of the comments on those cards would apply here so it's probably worth a look if you're interested.
I also recall there being at least a third variant on this site that I think was colored.
I've included the design in Temporal Cascade set ("Future Sight 2") as the following:

> Enchant player
> Enchanted player is their own opponent. (Effects they control that target an opponent may target themselves. Effects they control that affect "each opponent" or "opponents" also affect themselves. They may attack themselves.)
I'll move this up in rarity just because of the good discussion around it. but the dark reason it's at common anyway (i'd know better to logically and tactically design this at such a low rarity, if this were a real set, ppftt as if) is because its a shoutout to how common depression/anxiety/etc is for ppl, so i made it a common because all my cards that represent evil things in the world are always common. i'm very pessimistic

Huh. Probably not too horribly broken; since most of the things that care about opponents are doing bad things to them.
I guess it lets you get away with a few 'opponent may prevent by doing...' things.
Seems best when combined with "Target opponent chooses".
I play Callous Oppressor. I choose that the Oppressor can never gain control of a Brushwagg. How embarrasing.
Then I cast Fact or Fiction. Hmm. I'll take the pile of five cards with the Gifts Ungiven in it...
Trade Secrets to draw your deck would be nasty.

Oh well; if this was an actual 'un' card the way I'd suggest doing that is making it actually rare but putting the common symbol on it.

In multiverse, the only way would be to submit custom card art for it.

i only have a few cards with art, and i ignore them almost entirely.
i do like the idea of custom watermarks though
