Uhh. If you're about to activate this ability, won't you always control an untapped Merfolk - this one?
I guess it should be 'another' yeah.
At first glance looks similar to Sindbad / Fa'adiyah Seer though this can also help in milling (so Dakra Mystic?). Idk, seems like an unnecessary wacky roundabout that's also off-color when it ramps.
Tahazzar, I think the point is to use it on the opponent. This enables effects from lords like Lord of Atlantis and Master of the Pearl Trident. Currently, Spreading Seas is the most popular way to achieve this effect (although I have seen Sea's Claim in one sideboard).
Rather than a token Island, I'd prefer to put the land otb and put a flood counter on it (as on Aquitect's Will and Quicksilver Fountain) to have it marked as being an island. Either way is a bit fiddly though.
