Land search, maybe, but not land ramp, especially at 2 mana.

Green gets this ability all the time. This could be blue/green since you're milling your opponent, but the green is required.

I guess the mechanic name fits the new black colour identity.

It also makes a very suggestive option for iron-man magic.
