Seems really tame for a rare if you ask me. Perhaps uncommon? I would include the reminder text showcased in Sphinx of Jwar Isle.

Saying scry feels very redundant to me, since you can already see the top and would never activate it unless you don't like the top. Why not just "1U: Put the top card of your library on the bottom of your library"? Or to make it a little less boring, "target player's library"
