This is weak a lot of the time, but a bit of a game-shutter-downer, especially in multiples, so I'm not quite sure how to cost it. What's fair?

Circle of Flame. Funny, you even got the circle in the name. As it turns out, even at {1} {r} this is a little underpowered. I often saw it rotate as last pick in a pack.

Ah! Thanks. I knew there was a card like this but I'd forgotten what it was. Apparently I massively overestimated. Well, I could do the "two damage" version? Or just make this a reprint of circle of flame -- that's what I always imagined COPR to be in the first plpace :)
