I'm not sure Multiverse is set up for a non-Planeswalker on the back of a Planeswalker. Also, I'm less of a fan of a planeswalker transforming in this direction, because then they can't be Commanders.
That -2 is so flavorful and the name of him as a creature is just too awesome, plus the incorporation of paying life in vein of Phyrexian mana. The taxing of the second ability is pretty interesting it's blue and blue but feels green almost (as green comes to mind with cards that can be conditionally blocked, though that thinking probably comes from unblockable being changed to can't be blocked).
Also, you can always add "~ can be your commander."

His creature side's second ability is an inversion of Norn's Annex/Ghostly Prison that ends up feeling like Phyrexian blue/white]]].

Removed "Artifact" from typing of the transformed side, since it made for a very long type line. Also increased second loyalty cost.
