See Challenge # 112. This started as "anti-reanimator" for Sahala's adherence to tradition. It took an evil turn I didn't expect. I don't know if Sahala has any tendencies that would be considered dark or cruel like this card turned out. Anyway, so I started with "exile the graveyard" so it can't be used as a tool. Recurring instants and sorceries though isn't really dealing with the dead and recurring those to use them again could be following tradition, so I thought of the "cast only what shares a name with what's been exile" to show the idea of players fulfilling time-honored traditions at the expense of seeking out the new.
I get where you were coming from with the flavor here, but this has the potentially to completely stall the game just by itself, and I'm thinking that's not okay.
