This is somewhat reminiscent of Winding Canyons or Alchemist's Refuge. It's much cheaper than those, but only works on cheapish permanent spells. I did always find those cards very expensively costed.
Like Castle of Currency, the association with
in this ability is somewhat stretched.
Is this mean to say "Without paying its mana cost?" Because if not, it's just worse than Alchemist's Refuge. Right?
