Hmm. So this is whichever of Cancel (well, Challenge), Pull from Eternity and Purify the Grave you want. Kinda nifty, but I think it will almost always be used on spells on the stack, at which point this is a very blue effect.
Mmm. It goes back to graveyard; that could be useful on your own stuff from exile; sometimes.
this is the cycle of reprieve given to all 5 colors to deal with the amount of flicker and stuff in exile. Blue gets to counter anything that comes out of exile including instants/sorceries, black only gets permanent hate, but at least they can hate out aetherling.
the new change would be weird with commanders, but I think they can just put it back into the command zone.

What about "UEOT, if a permanent would enter the battlefield, if it wasn't cast or played..." Because creature spells you cast don't ETB from your hand. They enter from the stack.
EDIT: This would then not counter commanders, but it would still counter fetchlands.
