Ok, I'm just using this card as an example, but as of now this set has 14 0/1 creatures, which seems like a lot for me. Is this intentional?

It certainly is: 10vernothing wants all Shabti to be 0/1. This has been discussed a little bit over at Fervent Recruit. There is at least a common lord for them at Sun-baked Mentor.
