But, yeah - could be fair. Brilliant Plan is one half; and adding a black to make it "And target opponent discards their hand" too... ok, maybe needs a tiny cost bump more. Convert a colourless to an additional coloured mana?

Finally, if you were wotc, you'd probably make this rare because hoo-boy money card.
