As a permanent static effect affecting everything or nearly everything, this effect has always been rare: Night of Souls' Betrayal, Curse of Death's Hold, Ascendant Evincar. At uncommon you can get much more specific / focused versions like Engineered Plague, Smog Elemental, Illness in the Ranks or Dread of Night.

At common? This would be... format-warping to a great degree.

Hm, rather breaking the cycle if this one has an activated ability and the others don't. Plus the Night of Souls' Betrayal effect is plenty powerful enough without having another removal ability on top of that.
