For Challenge # 100 based on the set American History. Which was my suggestion... so it feels kind of silly to do a card for that set. But Vitenka decided to make Abraham, Emperor of the USA, and I couldn't resist adding 'Joshua Abraham Norton' which... maybe he was referencing? I'm not sure. Anyhow, maybe we'll get a full cycle of Emperor pretenders in the Mythic slot. ;)
As for "Who is Norton the First?" Oh man... that's a weird story. The cliff notes version is that he's a man who lost everything he owned in one failed risky investment, and went mad/awesome. Deciding that the problem with the U.S. was that it had no king, he declared himself Emperor of these United States. So he was a homeless, penniless lunatic. Lucky for him, he lived in San Francisco...
The people of San Fran made Norton as a local celebrity. He'd write in letters to the local papers, and they'd print them as if he really were the Emperor. Norton used to create his own bank notes, and use them for money, people would honor them as if they really were money. Need a haircut or some groceries? Norton could write you a note on the spot.
The ability I gave Norton is tied directly to this. He can give you a lot of money/mana, but you can only really spend it on Norton. The mana doesn't work 'in the real world'.
