The timing of this is pretty nasty. This ability goes on the stack, and people can cast spells before it resolves. Alternatively, somebody casts a removal spell on my artifact, and I try to use this in response... but what would that even do? They've already paid the {1}{g} for Naturalize or whatever. Do they have to retroactively pay another {1}? Pay another {1} when this artifact's ability resolves? Pay another {1} when Naturalize tries to resolve?

Split Second, Tasteful.

It does work as is (if you do stuff in response it's cheaper) but if you were a casual new player it probably doesn't work how you'd expect, which makes it a bit confusing. Especially at common.

why not make it equipment?

At the moment it's modifying artifacts, not creatures, so it'd have to be a Connector / Module / whatever else people call it . This set doesn't have artifact-equipment yet though.
