See Challenge # 097. Created from Biting Tether, Azorius Guildmage and Razorfin Abolisher. Reminds me a little of Stalking Assassin. Not sure if this would need to be rare... I'm tempted to try it at uncommon like all three source cards are, but I could see the first ability being too good in limited.
I feel a little bad because there's a combo implied between the two abilities, but the combo needs eight mana to bounce a creature each turn.
I also feel bad because I was kinda hoping to do six triple mashes each using different cards from each cog, but this one uses Biting Tether like Soul Tether did :>
To be honest, this seems solid for limited uncommon, assuming the set isn't chock full of counters. As you said, 8 mana for a bounce is a bit much to expect to get regularly. The counter is strong... but probably not too much crazier than Gnarled Effigy.
Plus anything X/2 or smaller it's just better to use the black ability on twice rather than the black one then the blue one...
