At the beginning of your upkeep, exile the top six cards of your library, then put one of them into your hand.
This is a very strong card. It's a 2-for-1 immediately like any Control Magic is, and then it gives you a card each turn like Honden of Seeing Winds (or rather like Talas Researcher). (Browse versus Treasure Trove implies that exiling a chunk of library and getting 1 is comparable to just drawing 1 on a repeated effect, and also implies this can be mono-blue rather than needing black for the Demonic Consultation effect.)
This certainly looks stronger than Enslave to me. But going up to 7 mana looks absurd. I think a 6-mana rare enchantment is probably okay here?
Exiling the library really isn't much of a drawback here. It puts you on something of a clock, but when it's granting you card advantage in the meantime, I don't think any blue player will care. Maybe the "six" should go up to "ten"? That'd require you to actually win fairly quickly after casting this. It's moving a little away from Demonic Consultation though.
