Mm. For this downside I'd expect better-than-Aqueous Form levels of benefit.

It's removal, guys. You play it on your opponent's creature, then give that creature first strike. It is, however, very hard to see removal. I was wondering if this card could match Unstable Mutations p/t boost before I spotted it.

That said, that minor bump still bugs me. And, for removal in common blue, this is really, really cheap. Any chance you can bump this up to and give the creature +3/+3? That should solve both problems nicely.

.....Wait. No it's not. Because it says "sacrifice both", and you can only sacrifice permanents you control. That's a major glitch here, actually, because most people don't know that; this needs to either say "Enchant creature you control" or... some fiddly wording like "their controllers sacrifice both".
