Hmm.. Looks like Doctor Manhattan. Blue firey guy with brain for a heart glaring at you; while being orbited by red firey trail things.
Ok; that's GOT to be a djinn. Let's go for the classic "Make a wish, and then I will eat your heart" version of a djinn. (Indeed Djinn of Wishes kinda looks similar to this guy.)
Well; wish in magic terms means "Take a card from outside the game"
And eat your heart means... treachery. Blue does treachery through controlling stuff; so let's go this way.
